Charles Cawthon
Charles was appointed by the Mayor and Council as the Assistant City Manager in August 2015, later assuming the role of City Manager since January 1, 2016. In his capacity as City Manager, Charles oversees all City Departments and ensures the Mayor and Council are informed about the city's finances and operations. The City Manager is the Chief Executive and Administrative Officer of the city. The City Manager is responsible to the City Council for the administration of all city affairs placed in the manager’s charge. Additionally, he is responsible for the implementation and enforcement of all City ordinances, policies, and resolutions. The City Manager of Lavonia attends City Council meetings and other relevant board and commission meetings to provide comprehensive insights into the City's operations to the Mayor and Council. Collaborating with the City's Departments, the City Manager prepares and presents an annual operating and capital budget to outline the City's revenues and expenditures for the upcoming fiscal year. Charles, a Lavonia native, graduated from Truett McConnell College. Prior to his current role, he dedicated 21 years to the Lavonia Volunteer Fire Department before retiring.
